There is a parking lot adjacent to Santa Monica on the right side of the Pier where you may park your car overnight, providing you pay the parking fee at the Ocean Front kiosk. There is a building next to the parking lot as a landmark. Furthermore, make a right turn on Seaside Terrace. Follow sign to Pier/Beach parking. Concerning pets-I haven't a clue, sorry.
