It would be easier if you have a name. How "wired" is the person's country of origin? There are "white pages" (i.e. telephone directory) websites in the U.S., and I imagine other countries have something similar. Or, if you know the name of the person's employer, you can look for the company's website and see if they have a personnel roster online (some do, some don't). At the very least, look for their name on all the major social networking sites (Facebook, MySpace, etc.) -- that is the way I have found old college friends years later.
