How can I get a visa for Saudi Arabia?

Also, you will probably not get one if you have a stamp or visa from Israel in your passport.

depends on your religion. If you are a muslim. You can ask for a visa to visit Mecca for Hadj. If you are not, you need a local sponsor to visit. they will invite you by letter and you can get a visa. Please also check the Saudi Embassy website in your country.

I think they have just stopped tourist visas altogether for the moment.

Like everyone has said, if you're Muslim then you can get an Umrah or Hajj visa. Umrah visas aren't given out during Hajj season. Otherwise you need to have a Saudi sponsor you to come, either on a business visa or employment visa. There is no such thing as a visit visa. I've lived there and to be honest there is nothing touristy to do there.

If you are not muslim, this is not easy. As mentioned, you need a local sponsor. They have to write a sponsorship letter, (in arabic) and send it to you which you have to include in your visa application. What this generally means is that you need a company to sponsor you. I went there on business a couple of years ago. Not exactly a tourist destination in my opinion.
