I think it's because it's a regency, and that it refers to a particular culture or ethnic group. It's in the South Sulawesi region and the best thing to do to visit it is to rent a car and a guide, as there a very few people there speaking English. A guide is very helpful if you want to get a contact with the locals.

To correct a little bit on Marvell. I think it takes 7 hours drive, with a bus or chattered car. There's actually an airport there but the schedule are very rare unless you're going with a bunch. If you like culture you will love this place. Best time to go there is when the have ceremony for the death. A very big party for a dead man. This December 2008, The local government has their campaign for Tana Toraja.

it is in fact a relatively popular destination with tours - u can book them while in Bali or Jogjakarta. a few years ago there was some unrest on Sulawesi (conflicts between Christians and Muslims)
