There is a revolving restaurant called Parikrama. They have really great food there, and (if the smog ever goes away) great views too. The whole rotation takes some 1h 40mins.

Try the anglo - indian restaurant at the Imperial. Food is great and so is the ambience.

Hotel Veda is a very nice restaurant on the outer circle of Connaught Place

if its not too late: I agree with Gulati. I had a meal there in April 2009 and it was cosy (on the 1st floor?), with candles on the table and some corners to have more privacy. Although it was pretty full it was not loud or messy. Really good food! Tasty, but not too hot.

depens what you are looking for. tgi is a more bar style place. for a nice dinner i would recomend you to go to the imperial (reachable within 10 minutes per feet or 25 minutes during rushhour by car) the italian restorant is great. but also others. also the zen at rajiv chowk is not bad (never got sick there and it is more typical cuisine. if you prefere indian cuisine, take a taxi and go to a motima hall (there are more in delhi)
