Where are the best hotels (with a shuttle service preferably) in Hanoi for people on a budget?

Old Quarter, Hamg Quat street. Oposite to the Victory Hotel. Double room was 12$. Clean room, hot water, free wifi. Good luck

Splendid star hotels have really nice and helpfull staff and shuttle service in the old quarter.
