I'm a photographer, so my trick is to put my bigest camea/lens combo on the table if I want company. People will always come up to the table and tell me how big it is. I also found that pulling out a tour book or map will accomplish the same thing.

Be open and smile at strangers. They will probably start a conversation with you. Even the people trying to sell you something will want to chat if given the opportunity. Go to a small cafe. If traveling with someone else, don't talk exclusively to them and ignore what is going on around you.

Be confident & with a smile. Look for the smaller cafes/bars that locals will use. Talk to the barman/waiter, this can be a great starting point.
Catch peoples look and smile, with a nod. Sounds silly but I have started so many conversations with a smile and a little nod of my head. Travel far & travel safe :)

couchsurfing.com is an international network of locals and travelers that seek social interaction. locals meet for coffee, can help you tour around and if needed have a couch for you to crash in.
i've used it many times, and participate in the local meets in my current city.

Just walking around, in Asia you don't have to look for local people to talk with...they will find you!!! If you just seat somewhere for lunch, they some one will stop by and start a conversation! easy!
