Because cars are mostly driven by relatively wealthy people in Hong Kong, since parking costs can be astronomical and the same cars cost a lot more in Hong Kong than in North America (at HK apartments, parking spots can cost $100,000's hkd to own. And not all are chauffeur driven!) And also because getting your car washed every other day in Hong Kong can be as cheap as $300 hkd a month. Also, many people have live in servants who clean the cars in the morning.

Taxi is not an expensive way to get around there. Most drivers are friendly and the cabins are clean. I would not rent a car there-traffic is terrible

It is simply because HK people treasure their cars so much, for them, cars are luxury goods for normal citizens.

Well, I've heard that it's because every car is chauffeur-driven. I would believe that for Vietnam, because there are not many cars - if someone can afford a car, he can afford a chauffeur - but is that true for Hongkong?
