We were there during the civil war. At the time we bribed the border guards to "look the other way" and we climbed over the fence. Don't be discouraged by the 2000+ steps down into the gorge, once you swim in the pools you'll be glad you did. We were there in the dry season - unfortunately no waterfall - but it still took my breath away!
