The ruins are that of one of the first greek temples in Siracusa. It was built  in the early 6th century BC. During the Byzantine era it was used as a church. The muslims turned it into a mosque. And the normans turned it into a church again. In the 20th century all the later addition were removed and the original building came out again.

It is just standing there, welcoming everybody who visits Ortigia. I missed some clear explanation. Still it is very impressive even if the whole things feels a bit weird and isolated from the hustle and bustle of the city around it.
