This chedi was built directly in the Mekong River between Laos and Thailand.  It is fully submerged during the rainy season, and only appear during the dry season when the water level drops whopping 30 meters at this part of the river.

Getting there:
The best place to view this chedi from land is at the end of Soi Paphraw 3 (Paa Phrao 3) along the Mekong.  To get there, head east along Thanon Meechai past the marine police post and the 3 wats that come after it, and turn left onto Soi Paphraw.  It is also possible to take a cruise down this part of the Mekong that will let you get even closer to the Chedi.

Interesting and different - A good photography opportunity. My son just scratched his head, but I thought it made for a good picture and a good reason to enjoy the sunset on the Mekong River. Good Journeys!
