It's really just all along the Providence River, but I guess Providence Place is also a good place to watch from. Just find the river on a waterfire night and you'll see it. You really can't miss the crowds, music, or fun light-up gizmos

This happens once or twice a month- torches are lit on the water and mystical canoes glide up and down with mysterious masked figures paddling them. Etheral music plays, people dressed as mermaids and gargoyles are around for you to get your picture wtih. Very spooky and etheral!

Waterfire is a good experience if you've never been, but even if you have, it's always nice to go up to the second or third floor of Providence Place Mall and look out on the river. From up there, you have a great view of waterfire without being really stuck in the crowd.
