Cocos has been one of Perths most popular fine dining restaurants for many, many years.  Located on the South Perth foreshore you can sit inside the restaurant and look out over the river to the city of Perth.  The food is contemporary Australian and the wine list is extensive (they also have a very popular wine club) and the regulars are definitely on the wealthy side.  Friday lunches here often drag on well into the evening.

While Cocos isn't somewhere I would go regularly (for starters I couldn't afford to and secondly I find it a little, well, stuffy for me!) the food is very good and the views amazing so it definitely makes a nice night out.  Possibly for the slightly older crowd though.
