i have to say, i don't really enjoy most of Tijuana, since I find it depressing and really poor... but when I have out of towners visit me in southern CA, we usually have to go see Tijuana. I don't trust too many restaurants there... it'd be different if I could speak Spanish, but I don't and so I recommend, hesitantly, Hard Rock Cafe in Tijuana.
