The Castle is the Best place to be in Haapsalu. It's gorgeous and well  well - preserved. Take your time to walk around thea area. Sea is close and also woth visiting. It's easy to get there, it's a small city and the buses drive between Haapsalu and Tallinn a couple of times a day.
