My wife and I spent about 3 weeks here without a car, stuck on base. Since this is the first place most people go when they arrive to the area, it's a common story. My best advice, before you are able to get a car, is learn the train system. Vilseck town, short cab ride away, has a train station on the line between Nurnberg and Weiden. Both of those towns are nice for a short trip, but bigger places aren't out of reach for an overnight. Tickets can be bought online, but a better deal can sometimes be gotten directly at the station.

It is a very small, but beautiful city. Bring some Euro so that you can go to the many wonderful restaurants in the town square. They also have festivals for everything so going in the summer would be the better time to go to Vilseck.
