Research the prices for hired cars/taxis... there are laws regarding what they can charge and sometimes they don't abide by them.  (Usually when they can convince you it's your only option.)
There are 2 bus companies in the airport in the arrivals wing that can take you into Rome for about 10 Euro.  They stay open late; don't let a taxi driver tell you otherwise.
