if you ever go to chiang rai i recommended the chian house guesthouse.it is about 1 klm from the centre of the town & it has very family atmosfhere.the food is very tasty & cheap and the rooms are very good and clean. the most expensive room is 500 baht & a small swimming pool is outside.chiang rai is the best place to be if you want to go for trecking and you dont want to be in a large city like chiang mai.chiang rai have a very laidback atmosphere with all advantages that have a city but with not so much traffic & noise.the people there i think that are more friendly and they dont  see you as a moving atm so much as in the south thailand.It is a very chill out city

If you want to go trekking and visiting hill tribes, you can very well arrange that from Chiang Rai. Visit the agency attached to the hill tribe museum. Here it's a little more expensive, but everything is well arranged, you get a guide who talks out of experience about the area, and you don't end up in a touristic villige or a large trekking group. I ended up to go trekking with a guide and just my friend, not taking roads already walked before, but really through the jungle. The hill tribe where we stayed overnight was very loving and showed us many interesting things, our guide was a good translator, and friends to all.
