probably not the cheapest place but you will love it: the onliest 5 star hotel bar where it is allowed (in the former champagne room) to smoke is the island bar in the shangri la hotel near connaugh place!

a terrace to smoke is in the QBA (quite cool and would meet european standards) at connaugh place.

at defence colony, in the "stones" it is also allowed now again in the second floor!

For authentic craft and souvenir shopping, visit the Dilli Haat market in central Delhi. A well organised market with access and trader controls which means less hassle and higher standards of goods for sale.
