One of the difficulties with staying in Israel is obviously the terrorist activity, but if you can count the cost then Netanya is an interesting place to go.  There are diamond shops and also the beach has people doing hang-gliding above it.  If you are interested in learning Hebrew go to Ulpan Akiva at the Green Beach Hotel.

You need a car in most areas

No problem for language in Netanya . If you don't speak hebrew, the majority of people speak French and English there .
